Sign permits in eastern NC, explained
The permit is the scariest part of buying a sign and the least explained. Here's how it actually works in each jurisdiction we serve, with the punchline up front: permitting is included in every manufactured-sign job we quote. You sign the application; we do the rest.
The process
SHEET 01 · SEQUENCE- 01Site surveyMeasurements, photos, power location, setbacks.
- 02DrawingsScaled elevations and engineering where required.
- 03ApplicationFiled with the city or county. We handle it.
- 04ApprovalTypical municipal review runs days to a few weeks.
- 05Fab & installBuilt in Pollocksville, installed by our crew.
- 06InspectionElectrical and final sign-off where required.
Timelines vary by jurisdiction and season. Greenville quotes 3–5 days for routine sign permits; historic-district review in New Bern adds a commission calendar. We build the permit clock into every schedule we quote.
Jurisdiction by jurisdiction
SHEET 02 · VERIFIED 2026| Where | Governing code | Who issues it | Worth knowing |
|---|---|---|---|
| New Bern | Land Use Ordinance, Article XVII (Signs) | Zoning Administrator (Development Services) + building permit | Historic district signs also need a Certificate of Appropriateness from the Historic Preservation Commission before anything is erected or altered. Electronic message signs need prior zoning approval and may change copy at most every 15 minutes. |
| Jacksonville | Unified Development Ordinance, Art. 5 §5.12 (Signage) | Planning & Permitting Division (applies in the ETJ too) | Ground signs require an engineer’s seal designed to 142-mph wind. Every electric sign needs an electrical permit and UL-listed components. It’s printed on the city’s own application. |
| Havelock | UDO §157.09 (Signs) | Zoning Administrator, Planning & Inspections | Sign permit fee is $80 per the adopted fee schedule. LED message signs are limited to certain districts and need the manufacturer’s brightness certification filed with the application. |
| Morehead City | UDO Article 19 (Signs), amended 2025 | Planning & Inspections / Zoning Enforcement Officer | A permit is required to install, modify, or relocate nearly any sign. Feather flags and pennant strings are prohibited in city limits; temporary signs may not be illuminated. |
| Greenville | UDO Article 8 (Signs), effective March 1, 2026 | Inspections Division (zoning compliance + building permit) | The sign code was rewritten in 2026 and the old "Article N" still circulates online, so designs must meet the new article. Exposed-bulb, neon-tube and exposed-LED signs are now prohibited; EMC copy may change at most once per 60 seconds. |
| Craven County (unincorporated) | Ch. 41, Art. VII (off-premises signs only) | County Planning Director (billboards); Building Inspections for structures | The county regulates billboards but has no on-premises sign ordinance for unincorporated areas. Your building and electrical permits still apply, and town rules take over inside municipal limits. |
| Onslow County (unincorporated) | Zoning Ordinance, Article 12 (Sign Regulations) | Onslow County Planning & Development | Permits required for all permanent signs; temporary signs are exempt from permits but may not be illuminated. Electronic signs need NC Building Code electrical permits, hold each message 8 seconds minimum, and must freeze on malfunction. |
| Carteret County (unincorporated) | Ch. 13 (unzoned areas) / Zoning Ordinance Art. 2100 (zoned areas) | Planning & Development (Morehead City & Cedar Point offices) | Zoning permits are required for on- and off-premises signs and for all illuminated signs. New billboards are prohibited countywide. LED signs must auto-dim; permits lapse if work isn’t done within 180 days. |
| Jones County / Pollocksville | No county sign ordinance; Town Zoning Ordinance §6.02 inside Pollocksville | County Inspections (building/electrical); Town Zoning Administrator in town limits | Our home county has no countywide zoning or sign ordinance. Building and electrical permits still apply. Inside Pollocksville town limits a sign permit is required, and any sign with electrical wiring needs a permit under the NC Electrical Code. |
| Pitt County (unincorporated) | Zoning Ordinance, Section 9 (Signs) | Zoning Administrator + building permit via Permitting & Inspections | Most signs above small exempt sizes need a sign permit, and permanent signs need a building permit. Flashing illumination and portable trailer signs are prohibited. |
Two rules that apply everywhere
The state road is its own authority. Signs advertising somethingoff the premises within 660 feet of an interstate or federal-aid primary highway need an NCDOT outdoor-advertising permit; your own on-premise sign is exempt from that one but never from local rules. And nothing goes in the highway right-of-way. NCDOT removes it.
Wind load is code, not caution. Sign structures must meet the NC Building Code's wind requirements. Jacksonville spells out 142 mph with an engineer's seal. This is why our pylons come with engineering, and why the cheap quote without it isn't cheap.
